用户自定义Global /系统级 agent不能直接在chat聊天框指定
（C:\Users\aaa\.qoder\agents目录下）
Solution
已知：系统级/项目级 skill可以通过 / 快捷指定， 项目级 agent也可以通过/ 快捷指定
期望 系统级 agent也可以通过某个方式快捷定位，比如/ 或agent list dropdown 可选（类似github copilot chat）
