【强烈建议】支持用户级 rules 设定，对标 Cursor

Problem

现在要新增 rule 只能留在项目级别，没办法设置用户级别的 rule，导致两个问题：

  1. 我的个人向 rule 会影响其他人使用
  2. 项目很多的时候需要多个项目都加

Solution

对标 Cursor 支持用户级 rule，而不是纯本地项目级别
