Issue Description
Usually rules are purely design docs. I use multiple AI agents. So I prefer to centralize the design docs under the root directory, and symlink the rules directory (.qoder/rules/) to it, say ../docs/design.
When I type @ and activate the search box of rules in Qoder IDE, it’s empty. Only after I manually open the rule I want to mention once, it shows in the search result.
